The Municipality seeks to appoint suitably qualified persons to the following positions within the
WATER SERVICES DEPARTMENT:
DEVELOPMENT CONTROL ADMINISTRATOR
Total Annual Salary: R 148 927 pa
Reporting to the Senior Manager: Water Services Authority and Administration, the successful
candidate will be responsible for the following duties, inter-alia:
- Receiving and verifying information recorded on applications for registrations of
servitudes\ encroachments from the public, and issue certificates for registration of subdivision and servitudes.
- Interacting with the public verbally and in attending to written correspondence regarding developments,
subdivision, encroachments, servitudes etc.
- Attend to entering into service agreements between developers and the Municipality.
- Attend to the issuing of deferral notices to Local Municipalities where developer's plans have not
complied to lay down standards.
- Checking the accuracy of data on specific applications providing guidance on sequences necessary for
query resolution to support staff.
- Checking and verifying the accuracy of data.
- Assessing specific dialog/ menu capabilities on the system and moving or merging data from fields to
create reports based on information requirements.
- Extracting and submitting reports from the system to users for perusal, analysis and comment.
- Safekeeping of all title deed documentation and registered servitudes and encroachment agreements,
for all municipalities owned land. Forwarding to attorneys on request.
- Establishing the nature and/ or urgency of the query/ compliant.
- Interacting with relevant Departments on queries/ problems and/ or accessing/ retrieving details of
work undertaking/ in progress or completed, to support departmental response/ feedback.
- Reverting to the enquirer/ complainant and providing details to support specific outcomes or commenting
on the status and/ or attention afforded to the query/compliant.
- Calculate and collect all costs payable by developers for Water and Sanitation contributions,
Building and reticulation plans etc.
- Assist management with the annual revision of water and Sanitation By-laws, by providing input.
- Collating information for raising of journals for contributions.
- Issuing of tax invoices to developers and owners
- Attend site meetings with developers to establish progress made.
- Attend site inspections to insure compliance with by-laws.
Requirements:
- A valid Grade 12 certificate
- NQF Level 3
- Excellent computer literacy skills, especially Office Applications
- A minimum of 12 - 18 months relevant experience
- A valid, code EB driver's licence
- Ability to communicate in English and iSiZulu
