The following vacancy exists within the INFRASTRUCTURE and ECONOMIC DEVELOPMENT DEPARTMENT:
ENVIRONMENTAL MANAGEMENT OFFICER
TOTAL COST TO EMPLOYER: R 348 639 pa
Reporting to the Manager: Environmental Services, the successful candidate will be responsible for the following, inter-alia:
- Co-ordination of the environmental management functions within the municipality
- Achievement of IDP objectives for environmental management in the district through IDP, SDF/LUMF reviews in ensuring proper address and coordination of environmental sustainability in relation to development planning
- Taking full responsibility for strategic environmental planning , inter alia, the development of environmental management/reporting mechanisms for the district, as well as their implementation and reviews;
- Monitoring the development and implementation of environmental policies and by-laws;
- Assisting the district in developing proactive, coping and reactive strategies to global environmental challenges at a local scale
- Facilitating the development and/or implementation of strategies geared towards capacitating Local Municipalities in relation to environmental and waste management
- Alignment of environmental management (programme) to the national, provincial and local development strategies as well as coordination of environmental management with related municipal functions;
- Giving specialist guidance for municipal programmes, Disaster Management, LED and Tourism initiatives, Water and Sanitation and other projects that are a core business of the municipality in ensuring compliance with EIA Regulations
- Championing Ugu Coastal Management Committee and carrying out the implementation of its resolutions and reporting to the Provincial Coastal Committee;
- Ensuring environmental awareness among local municipalities and communities, and in a way enhancing understanding of interdependence between tourism and natural resource management;
- Interacting with relevant authorities and stakeholders in terms of environmental assessments and development within Ugu;
- Coordinating with sector departments, public entities and private sector that have environmental and developmental mandate within the district,
- Identification of funding sources for environmental planning and projects
Requirements:
- A valid Grade 12 Certificate
- Relevant Bachelors Degree, specializing in Environmental Management, with strong environmental planning background
- Good understanding of environmental law and policies, local and international
- Experience with local government, development planning and understanding of current spatial and economic development challenges and the manner in which they tie in with environmental management
- Self starter, creative, vision driven, with good coordination/organizational skills
- Ability to work independently without supervision as well as in a multi-disciplinary team
- Ability to manage service providers and understanding of basic personnel management principles
- Understanding of the Batho Pele Principles and cooperative governance
- Excellent verbal and written communication skills, with proficiency in English and isiZulu
- Excellent computer skills and valid Code 8 driver's license is critical
